Did the DBE rules change?
Yes. In October 2025 the U.S. Department of Transportation removed race- and sex-based presumptions of disadvantage through an interim final rule. A final rule took effect on September 25, 2026. Owners may apply the transition differently, so recheck the current rule and each owner's instructions before you rely on this page.

Does this cover small business subcontracting plans?
Yes, as a structure. Federal negotiated work above the threshold can require a subcontracting plan with percentage goals, planned amounts, methods and reporting. The solicitation states what it needs, and your team sets every figure.
