What is the difference between an RFQ and an RFP?

A request for qualifications asks firms to show experience, team and capability, usually to build a shortlist. A request for proposals asks for a specific approach and often a price. On federal two-phase design-build, price is not evaluated in phase one.

Does RFQ always mean request for qualifications?

No. RFQ can also mean request for quotation, which asks for a price on a defined scope. We read the solicitation to confirm which one you have before scoping the work.
