Build it from the owner’s RFQ, with relevant project histories, confirmed staff roles and the supporting information requested. A company brochure can supply background, but it does not replace a solicitation-specific response.
Confirm what the owner is requesting
RFQ can mean request for qualifications or request for quotation. Read the document before deciding whether the task is primarily qualifications, price or both. Identify the selection process, evaluation criteria and required format.
Avoid treating all qualifications submissions as interchangeable. A contractor prequalification form, a project-specific SOQ and a federal architect-engineer qualifications form have different purposes and inputs.
Choose relevant project histories
Select projects against the owner’s criteria rather than simply choosing the largest jobs. Describe the scope your firm actually performed, the delivery method, the project constraints and the role of proposed team members.
Verify dates, contract values and references with your company before inclusion. Where the solicitation asks about a particular person’s experience, distinguish that person’s work from the firm’s overall portfolio.

Confirm the proposed team
Gather resumes and confirm roles, availability and reporting relationships. The people shown in the organization chart should agree with the personnel named elsewhere in the package. Check whether the RFQ restricts substitutions or asks for specific commitments.
Use consistent project names and dates across resumes and project sheets. If a teaming partner supplies evidence, confirm how the solicitation allows that evidence to be used and obtain the partner’s approval.
Assemble required supporting material
Follow the requested forms for safety, financial, insurance, bonding and certification information. Have the responsible company representative approve sensitive or certified information. Preparation support does not replace the company, surety or carrier that supplies it.
For federal architect-engineer qualifications, GSA publishes SF 330. Do not substitute a general contractor brochure when that specific form is required, or assume the form applies to every construction RFQ.
Check the package against the selection criteria
Review every criterion against the section and evidence that answers it. Check page limits, attachments, signatures and the submission method. Record missing information as an open item, with an owner and a decision date.
