Construction proposal compliance matrix

A construction proposal compliance matrix connects each solicitation requirement to the part of your response that answers it.

Add source references, evidence, owners and review status so the team can see what is complete and what still needs a decision. A completed tracker supports review; it does not certify compliance.

Use one requirement per row

A paragraph can contain several separate instructions. Split them into actionable rows so one answered item does not hide another. Preserve the source section and page, and record the relevant addendum or revision.

Separate submission rules, required evidence and evaluation factors. A requirement to attach a resume is different from a scoring factor about the proposed team’s relevant experience. Track both and connect them to the same response where appropriate.

Connect the tracker to real files

Give each row a specific response section and an evidence reference. A status such as “drafted” means text exists; it does not mean the underlying fact has been confirmed. Use distinct states for awaiting input, drafted, checked and approved.

Keep the tracker usable by the whole team. If a file moves or a section is renamed, update the response location. Record decisions about exclusions or unclear requirements with the person who made them.

Reconcile instructions with evaluation

For federal negotiated solicitations using the uniform contract format, Section L addresses preparation instructions and Section M addresses evaluation factors. Use the issued solicitation and current agency instructions as the controlling sources. Municipal, school and other institutional owners may organize these differently.

Read the matrix across as well as down: each mandatory requirement needs a response, and each substantive claim needs evidence. A polished narrative should not distract from a missing attachment or unapproved commitment.

Maintain an addenda log

When a new addendum arrives, identify which matrix rows, attachments and response sections it changes. Assign an owner to each affected item. Record any acknowledgment requirement and check it again before submission.

Do not overwrite a prior decision without leaving enough history to explain why the response changed. An addendum can affect dates, scope, quantities, forms or evaluation instructions.
