The table compares eight providers on what they prepare, how they price, their stated turnaround and who submits, using each provider’s own website as checked on October 8, 2026.
Three kinds of proposal help
Full proposal writers draft the narrative, organize the forms and manage the response to the deadline. Compliance and bid management services check requirements, track addenda and assemble forms while your team writes. Estimating firms that write subcontractor proposals turn a price into a scope letter.
Decide which one you need before you compare prices. A compliance review costs less than a written response because it covers less of the work.

How to choose
Match the service to the gap on your team. If nobody has time to write, you need a full response. If your team writes but misses forms or addenda, a compliance review may be enough. If you are a subcontractor quoting a general contractor, a scope letter tied to your estimate is usually the deliverable.
- Ask what is included in writing: narrative, forms, attachments, graphics and a final review checklist.
- Compare the stated turnaround with your bid deadline, including time for your own review.
- Confirm who signs and submits. Most services leave signatures, bonds and submission with the contractor.
- Ask how the price is set: a published fee, a fixed quote per bid or a retainer.
Where Bidmere fits
Bidmere prepares the full bid or proposal package from facts your team approves, and confirms scope, timing and a fixed quote before work starts. Your team reviews, signs and submits; Bidmere never submits a bid.
If you need shortlist interview coaching or custom-designed proposal graphics, BD-AEC and Leveraged Build list those services. If you only need a compliance check on a package your team wrote, a compliance review service is the smaller purchase.
