How education owners procure work.
In California, for example, a school district's governing board lets a contract for a public project to the lowest responsible bidder who gives the security the board requires, or rejects all bids. Construction bids are presented under sealed cover with bidder's security in one of the forms the statute lists.
New York lets school districts and larger subdivisions keep lists of prequalified bidders for public work, and bidding is then restricted to firms that qualified before bids were received. Rules differ by state, and the solicitation names the statute that applies.
